The signing ceremony for strategic cooperation between China Academy of Chinese Medical Sciences (CACMS), Guang’anmen Hospital, Shandong Provincial People’s Government and Jinan Municipal People’s Government was held online on August 10. Sun Licheng, a member of the Standing Committee of the Shandong Provincial Party Committee and Secretary of the Jinan Municipal Party Committee; Sun Jiye, Vice Governor of Shandong; Sun Shutao, Deputy Secretary of the Jinan Municipal Party Committee and Mayor of Jinan, and other leaders of the people’s governments of Shandong Province and Jinan City; Huang Luqi, a member of the Party Group and Deputy Director of the National Administration of Traditional Chinese Medicine and President of CACMS; CACMS’s Secretary of the Party Committee Cha Dezhong, Vice President Wang Shenhe, Deputy Secretary of the Party Committee Yang Longhui, Vice President Tang Xudong, Secretary of the Disciplinary Committee Yu Linyong, Vice President Li Kun; Guang’anmen Hospital’s Secretary of the Party Committee Wang Xiaopin, President Hu Yuanhui and other leaders attended this event. Cha Dezhong and Sun Shutao served as the moderators at the Beijing and Shandong sessions respectively.

Huang Luqi delivered a speech and expressed the support of the National Administration of Traditional Chinese Medicine for this strategic cooperation. He pointed out that this contract signing is a measure to implement the instructions of the National Administration of Traditional Chinese Medicine for the cooperation between the CACMS and Shandong Province and Jinan City. CACMS will work together with Shandong Provincial People’s Government and Jinan Municipal People’s Government to build Guang’anmen Hospital’s Jinan Hospital and Belt and Road Joint Lab as the industry-leading high ground for industry, university and research institute cooperation in the TCM sector, usher in a new era for comprehensive industry, university and research institute cooperation in the TCM sector, promote the high-quality development of TCM and the industry, contribute to a healthy China, promote TCM worldwide, and play a greater role in building a community of common health for mankind.

Sun Jiye pointed out that the Shandong Provincial Party Committee and the Provincial Government attach great importance to the progress of medical and health care and the TCM. The signing of the agreement on strategic cooperation with CACMS and Guang’anmen Hospital is a great support for the development of TCM undertaking in Shandong Province, and is of great significance to spurring the scientific research and innovation of TCM in the province and facilitating the innovative development of TCM. The Shandong Provincial Party Committee and the Provincial Government will earnestly fulfil the obligations of the agreement, and give full support in the application of the joint lab for projects, commercialization of technology, introduction of talents, exchange and cooperation. It will provide guarantee for the national policy benefit, matching provincial policy support, and project establishment for Guang'anmen Hospital’s Jinan Hospital. 

Sun Licheng introduced that Jinan boasts abundant TCM resources and a dynamic TCM industry, and great strides have been made in the reform, continuity, and innovation of the TCM sector. He pointed out that in recent years, the CACMS and Guang’anmen Hospital have forged close and friendly relations with Shandong and Jinan. The signing of this strategic cooperation agreement creates important opportunities for the continuity and innovation of TCM in Shandong Province and Jinan city. It is hoped that Jinan and the CACMS will work together to fulfill the agreement and share opportunities for development.

In his speech, Wang Xiaopin said that this year is the first year of the “14th Five-Year Plan” period and the year when the CACMS lay a firm foundation to become bigger and stronger. Guang'anmen Hospital will work with the Shandong Provincial Government and Jinan Municipal Government to build China’s top TCM clinical and scientific research platform, seize the strategic opportunities presented by the establishment of the national medical center and the national regional medical center, rely on Jinan Medical Center with its international, high-end, and distinctive development to build Guang’anmen Hospital’s Jinan Hospital as a world-class, demonstration high ground for regional coordinated development of TCM, and jointly promote the innovative development of TCM.

On behalf of the CACMS and Guang’anmen Hospital, Li Kun and Hu Yuanhui inked a strategic cooperation framework agreement with representatives of the Shandong Provincial Government and the Jinan Municipal Government.

This strategic cooperation with the People’s Government of Shandong Province and the People’s Government of Jinan City is an important measure to follow the guidelines of the National Conference for Traditional Chinese Medicine, make the CACMS bigger and stronger, and serve the needs of the development of TCM in the new era. It will promote the development of the new-type green and efficient massive health industry and the establishment of an international TCM research and development system, and support building a high ground for TCM medical treatment, scientific research, and industry development, and raising the international visibility of TCM.
